Leadership and Experience

The daughter of a Polish-American, working-class family, Congresswoman Marcy Kaptur’s life and service mirror the hardworking nature of Northwest Ohio. Her family ran a small grocery, and her mother helped organize workers into an auto trade union at Champion Spark Plug. Marcy began her public career as an urban policy adviser to President Jimmy Carter, helping craft numerous foundational housing and urban development bills, including the Community Reinvestment Act. In 1982, while pursuing her Ph.D. at MIT, she was recruited by local Democratic leaders to run for Congress, winning an upset victory that gained national attention.

Today, Marcy is the longest-serving woman in the history of the House of Representatives. As a senior member of the Appropriations Committee and Chair of the Energy and Water Appropriations Subcommittee, she has leveraged her deep expertise to secure critical federal investments for the 9th District, focusing on jobs, infrastructure, and support for veterans. Working across party lines, she successfully fought for the creation of the National World War II Memorial on the National Mall. Throughout her career, Marcy has remained dedicated to fighting special interests, keeping the federal government focused on working families rather than wealthy donors and lobbyists.

She advocates for robust investments in solar, wind, geo-thermal, and biofuels to secure American energy independence, create local manufacturing jobs, and bring down emissions to combat climate change.

  • Affordable Housing & Neighborhood Renewal: Drawing on her background as an urban planner, Marcy views housing as a core pillar of infrastructure. She has championed weatherization programs to cut energy bills for residents and introduced the Restoring Communities Left Behind Act to rehabilitate older housing stock, reduce lead dangers in legacy homes, and revive neighborhoods affected by disinvestment.
