Leadership and Experience
Manny Rutinel is a State Representative representing House District 32 in Adams County, an environmental attorney, economist, and community advocate who has dedicated his career to fighting for working-class families and frontline communities. Raised by a single mother who immigrated from the Dominican Republic, Manny grew up understanding the harsh realities of economic hardship—from living through a home foreclosure during the Great Recession to selling plasma to help pay his family’s bills.
Driven by a passion for public service, Manny began his higher education journey at a local community college, eventually earning dual degrees in economics and microbiology, a master’s degree in applied economics from Johns Hopkins University, and a Juris Doctor from Yale Law School. Before entering the state legislature, he served as an economist for the U.S. Army Corps of Engineers—where he mobilized as a first responder following Hurricane Maria—and worked as an attorney at Earthjustice holding corporate polluters accountable. Now running for Congress, Manny brings his lived experience, legal expertise, and unyielding advocacy to Washington to deliver real results for working people.

Environmental Justice & Clean Air Advocacy: Drawing on his background as an Earthjustice attorney and a board member on Colorado’s Regional Air Quality Council, Manny fights to protect disproportionately impacted communities. In the state legislature, he authored landmark legislation like HB24-1338 to tackle the cumulative impacts of air pollution from industrial polluters and championed SB24-081 to restrict toxic “forever chemicals” (PFAS).

Lowering the Cost of Living & Housing: Having experienced severe housing insecurity and financial instability growing up, Manny is committed to tackling corporate price gouging, expanding affordable housing options, and reducing everyday living costs for working families.
