Leadership and Experience

With two decades of distinguished service in the United States Navy and a proven track record as a small-business owner and public servant, Elaine Luria has dedicated her career to serving Coastal Virginia and protecting the nation. Serving as a nuclear-trained Surface Warfare Officer and rising to the rank of Commander, she was among the first female sailors to conduct her entire career on combatant ships, culminating in her command of Assault Craft Unit TWO. Following her military retirement, Elaine opened a small business in Norfolk and Virginia Beach, directly connecting her to the everyday opportunities and economic needs of local communities.

From 2019 to 2023, Elaine represented Virginia’s 2nd Congressional District in the U.S. House of Representatives. In Congress, she served as Vice Chair of the House Armed Services Committee, chaired the House Veterans’ Affairs Subcommittee on Disability Assistance and Memorial Affairs, and served on the House Select Committee to Investigate the January 6 Attack. She is running for Congress to bring her steady leadership, national security background, and record of effective bipartisan results back to Washington.
