about Katy Padilla Stout

MoveOn is proud to endorse Katy Padilla Stout for Texas’s 23rd Congressional District!

Leadership and Experience

Born and raised in South Texas, Katy Padilla Stout is a dedicated mother, former teacher, and attorney for children in the foster care system. Her career has been defined by a deep commitment to protecting and advocating for the next generation. She is running to be the first Congresswoman to represent TX-23—the largest and one of the most diverse congressional districts in Texas—because she believes the federal government should invest in our children’s futures rather than playing political games.

Katy’s unique blend of classroom experience and legal advocacy gives her a powerful understanding of the real challenges facing working families. Backed by a broad coalition of labor unions, education associations, and local leaders, Katy is ready to bring her relentless drive and community-focused leadership to Washington to serve as a strong, accountable voice for South and West Texas.

How she’ll help your community:

  • Lowering the Cost of Living: Katy knows how dramatically the cost of raising a family is climbing. She will fight for a fair tax code that empowers the middle class and raises families out of poverty, firmly opposing tax cuts for billionaires while critical support programs like SNAP face cuts.

  • Investing in Early Education & Workers: As a former educator, Katy advocates for a historic federal investment in universal Pre-K to give children a solid foundation and offer relief to working parents. She also supports strengthening the workforce by raising the minimum wage and establishing paid parental leave.

  • Healthcare Expansion: Katy supports expanding the Medicare system to cover all Americans. To ensure families in both rural and urban communities have real access to preventative care, she will fight to strengthen the Affordable Care Act and significantly expand federal community health centers.

  • Defending Reproductive Rights: Pointing to Texas’s alarmingly high maternal mortality rate, Katy believes healthcare decisions should remain strictly between a woman and her doctor. She will fight to ensure women do not have to risk their lives or safety to access necessary medical procedures.

Her position on key issues

  • Stopping Gun Violence: As a mother, Katy is committed to passing common-sense gun safety laws. She advocates for universal background checks, a ban on bump stocks, red-flag laws, and increased federal funding for mental health and crisis intervention.

  • Humane Immigration & Border Security: A proud Mexican-American with deep, generational roots in Texas, Katy supports bold, bipartisan action that ensures border security while creating fair, humane vetting and reasonable pathways to citizenship for neighbors living and working in our communities.

  • Protecting Big Bend: Katy strongly opposes plans to construct a border wall through the Big Bend region, vowing to stand up to federal overreach to preserve the natural beauty and economy of South and West Texas for future generations.

  • Climate Action: Katy believes public policy must be guided by objective science. She advocates for the United States to rejoin the Paris Climate Accord, ensuring our nation steps up as a global citizen to combat climate change and protect the planet.
